In working form it means fairness, accountability, privacy protection and explainability are built into the development lifecycle rather than reviewed at the end. It is the umbrella commitment; AI governance is the machinery that delivers it.

In practice

The test of a responsible AI programme is whether it can stop a launch. A policy document with no named owner, no veto and no audit trail protects nobody, and in a sale process it reads as unmanaged legal liability rather than as evidence of control.
